The Association For Neighbourhood Democracy
The History of the Association
The above organisation is the re-named Association For Neighbourhood Councils established under the Chairmanship of Lord Young of Dartington in the early 1950's to establish community councils in urban areas with the same democratic powers as were available to rural ones.
Unfortunately, it failed to secure a voice or participation for cities and people in large conurbations.
The Association is now Birmingham based and a "Bill" drafted by the current Chairman of the Association and with the concurrence of the Members of the House of Lords was approved. However, the Bill failed to secure parliamentary debate time. Nevertheless, the salient points of the Bill were contained in Part II of the Local Government and Rating Act 1997.
The Association has helped to restore democracy to the Charter Towns that were disenfranchised under the Local Government Act 1972 together with assisting with the establishment of a number of new parish councils.
The majority of urban citizens are still outside any influence within their own locality from any voice or participation
